Region 7/61 Youth Council Meeting Minutes

Present:
Mayor Bernard Hohman, Judi Simon, Lorean Daniels, Lisa Heyman, Kathy Leitzy, Kendra Sherman, Leah Harper, Cheryl Denny, Beth Hannam, Lynn Tucker-Roberts, Cindy Bilby, Kathy Oliver, Tammy Gillett

 

Welcome:
Ms. Denny: Chair, opened the meeting by welcoming everyone. The 7/09/03 meeting minutes were approved as written.

 

Youth Report:
Ms. Harper distributed the Sandusky and Seneca County final reports ending 6/30/03 . She reported that they met the Out of School (OSY) expenditure rate for each county after some recoding. Ms. Harper stated that they are working on having all the counties share their calendars and ideas as they want to avoid duplicating services. They also want all events open to all the youth they are serving.

Ms. Harper distributed the Sandusky and Seneca County report to show activity for this program year. WSOS is now putting the two counties side by side instead of doing separate reports. Sandusky County 's report is as of 9/2003 and Seneca County 's report is as of 8/2003. Seneca County 's billing is not yet processed for September. Ms. Harper explained that Seneca County has a higher OSY Expenditure rate, even though they are serving less youth, as they have been putting more OSY in school. WSOS is also starting to code their time sheets differently in each county to reflect the time they spend directly with the OSY.

Ms. Harper handed out a new Work and Wisdom satisfaction survey they are now having their youth complete.

Ms. Harper distributed newsletters for each county. Lorean Daniels reviewed the Sandusky County newsletter and Lisa Heyman reviewed the Seneca County newsletter.

The Youth Advisory Council has started meeting. They have met twice in Sandusky so far and once in Seneca County . They are going to start meeting together. They are planning on having a representative at the next Youth Council meeting.

Mr. Fisher, Sandusky County , has been promoted to a new position. Pat Keyes is going to handle this position until a replacement is found.

State Youth Council Meeting:

Ms. Gillett stated that Ms. Hannam, Ms. Owen and Ms. Willacker attended the 9/16/03 State Youth Council Meeting. Ms. Willacker asked that several of the handouts be shared with the Youth Council. These included the State Youth Council Member List, the 2004 State Youth Council Meeting Schedule, the WIA Youth Web Sites/Contacts and the Youth Best Practice Sites.

Ms. Hannam spoke of her experience as this was the first State Youth Council meeting she attended.

Youth Monitoring Report
Ms. Gillett shared that the July 10, 2003 Youth Program Contract Monitoring Review for Sandusky and Seneca County is complete. We were pleased with the overall services WSOS has provided the WIA eligible youth of both counties, but there were a few observations and findings. A corrective action plan was requested. A copy of this report was sent to the co-chairs of the Regional WIA Board. Ms. Gillett stated if anyone would like a copy, they should contact her.

The fiscal monitoring is still in progress. The report will be shared at the next Youth Council meeting.

Old Business:

Ohio Learning Work Connection Grant Update:

WSOS is continuing to have youth call businesses to complete the youth resource mapping books. Ms. Denny stated these would be completed by 11/28/03 .

Goals:
Ms. Gillett handed out the draft Sandusky/Seneca Youth Council Goals for 2003/2004. The only revision was it should state “Youth Advisory Council” instead of “Youth Leadership Council”.

Ms. Leitzy made a motion to accept the Sandusky/Seneca Youth Council Goals for 2003/2004 as revised. Mr. Hohman seconded the motion. All agreed.

New Business:

New Chair/Vice-Chair
Ms. Denny agreed to serve again this year as the chairperson. Ms. Hannam made a motion to accept Ms. Denny as the Sandusky/Seneca Youth Council Chairperson this year. Ms. Leitzy seconded the motion. All agreed.

Ms. Hannam volunteered to be the vice-chairperson. Ms. Tucker-Roberts made a motion to accept Ms. Hannam as the Sandusky/Seneca Youth Council Vice-Chairperson this year. All agreed.

Replacement of Board Members

Ms. Denny discussed the replacement of three (3) of the council members. They are Ms. Smith, Mr. Jinks and Ms. Jentgen. There was also discussion that we want to add parents and youth. Ms. Denny will be contacting potential new members and keep the council informed. The county commissioners will need to pass a resolution for the new council members.
