Welcome and Introduction of New Members……Beth Hannam
Ms. Hannam welcomed everyone. Ms. Hannam introduced the new youth members. These new members are Autumn Clouse, Alpha Coatings, RuthAnn Musgrave and Ann O'Mara. Jim Miranda from the Chamber of Commerce is visiting as a potential member.

Review of 1/21/04 Meeting Minutes……..Beth Hannam
Ms. Hannam asked if there were any additions or corrections to the meeting minutes.

Youth Report……Janet Quaintance
Seneca County contract goals are met except tutoring and summer employment opportunities. Ms. Quaintance stated both goals will be achieved.

Sandusky County contract goals met except tutoring, supportive services and adult mentoring. Ms. Quaintance stated these will also be achieved.

Sandusky County Newsletter – this month a youth spot light was done on Marianne. They changed the newsletter to be more fun for the youth as they are going to be handed out to the youth. There are no current youth at any employers this month.

Seneca County Newsletter – They still have activities that are ongoing such as program monitoring and PESCO. The youth are currently involved in community service projects such as cleaning Hedges Boyer park. The mini youth council (DA Youth) has decided to take over the lead of setting up and organizing community service projects. They are also looking into collaborating with Seneca County leadership. Sara Williams was selected for the youth spotlight. Sara is involved in a lot of activities. WSOS commended Ameriwood for being exceptional with our youth.

Mini Youth Council Report…..Jennifer Jones & Sara Williams
Ms. Jones stated that at the last two meetings the cover of the youth resource manual was discussed. The council felt they were not accomplishing anything in the community. So they are having community service activities and have decided to clean parks as one of these activities.

Ms. Williams stated that the meetings have been changed from the second Sunday of the month to the second Monday of the month. Also a couple of the youth went to the conference in February and April.

Ms. Jones stated that the conference they attended was alright, but she didn't understand everything they were trying to teach, but the luncheon speaker was great.

Ms. Hannum reported that there was an article in the Fremont Messenger about DA Youth.

Ms. Hannum asked if there was anything the Mini-Youth Council needed from the Youth Committee? Ms. Jones and Ms. Williams stated there was nothing at this time, unless the Youth Council wants to provide snacks. They were told that this offer is always open.

State Youth Conference and Meeting…..Tammy Gillett
The State Youth Conference was held April 6-8, 2004 . The conference was a huge success. More than 300 individuals attended with approximately 55-60 youth over a three day period. Locally, we had one youth from Seneca County and two from Sandusky County . Pictures will be posted on the website later this month. That address is www.ohioworkforce.org . There will be a slide show at the next state youth council meeting on May 18, 2004 in Delaware . Our mini-youth council will be talking. Ms. Gillett stated they were unable to attend the February 16, 2004 meeting due to the weather.

Youth Program Monitoring…..Carol Owen
Staff from Seneca/Sandusky Counties go to WSOS monthly to do case reviews and to discuss issues with the case managers and see if anything is needed. There have been no major problems. Our next monitoring is April 30, 2004 and the annual program monitoring is June 3, 2004 .

Old Business:

Youth Resources Manual…..Janet Quaintance
At the last mini youth meeting they decided on a cover. One of the youth is putting it together on her computer.

New Business:

Youth RFP Rating Committee Report…..Judi Simon
Two proposals were received from Terra Community College and WSOS. There was an issue with the Terra Community College contract as they did not separate in and out of school youth which was a requirement. After advice from both prosecutors offices from Seneca and Sandusky Counties , we were advised that we can not accept the bid from Terra Community College . WSOS bid was done very well. Recommending accepting this proposal.

Skill Attainment Definition…..Tammy Gillett
Current Definition: For Basic Skills, a youth should gain at least one (1) grade level between the pre/post test scores for math and reading. If it is documented that the youth cannot do this based on ability, the ISS should be individualized based on their abilities.

Proposed Definition: For Basic Skills, a youth should show a measurable improvement from the pre-test to the post-test for math and or reading. These goals should be realistic and be able to be achieved within 6 to 9 months.

PESCO Training…..Tammy Gillett
A reminder that on Thursday, April 23, 2004 and Friday, April 24, 2004 there will PESCO training at the Seneca County DJFS from 8:30 – 4:00 . Ms. Willacker explained that PESCO is a vocational assessment from 1-2 skills to 14 skills including math, language, finger dexterity, coordination, etc. It gives a persons ability compared to an occupation.

Testing is free to employers. Fostoria Industries, Atlas, American Fine Sinter have used this procedure. Sandusky County has a piece with industrial testing and business job skills.

Attached is a resolution Ms. Gillett received that was passed on March 10, 2004 passed.

Ms. Hannam asked if there were any questions from Mr. Miranda or Ms. Clouse? They had none.

Ms. Clouse spoke of Leadership Seneca County and asked if Sandusky County had anything like that. Mr. Miranda stated they did, but he would be interested in information regarding what Leadership Seneca County is doing.

Mr. Miranda explained that he was contracted with the Chamber for the position of Membership Manager, which coordinates the Reach Program which has been in the works for a couple of years for grade school students. Mr. Miranda is currently at Clyde/Green Springs 5 th grade classes gearing them for the proficiency test and getting them exposed to the world of work. They have participated in trips to businesses and have had tremendous support from business and financial aspects.

Mr. Miranda has agreed to be on the Youth Council. He will be presented to the policy board and will be a member at the next meeting.
